MAYANGAN - “Intinya Pemerintah Kota tidak mau meremehkan cuaca yang terjadi saat ini. Kami harus melihat betul-betul, melihat apa penyebabnya (genangan air atau banjir) yang terjadi, ”tegas Wakil Wali Kota Mochammad Soufis Subri, saat ditemui disela sidak di sungai Wangkal, Rabu (8/1) pagi.
Seperti yang diketahui, sesuai informasi BMKG Jawa Timur, curah hujan intensitas sedang hingga lebat cuaca dan angin kencang sewaktu-waktu terjadi di sejumlah daerah di Jawa Timur. Prakiraan ini terjadi dengan baik di wilayah Kota dan Kabupaten Probolinggo.
Beberapa hari terakhir, beberapa titik di Kota Probolinggo mengalami banjir dan genangan udara. Untuk itu, Wawali Subri pun beberapa kali turun ke lapangan banjir di permukiman warga dimulai tadi malam (7/1). Pagi hari (1/8), mengecek sejumlah sungai yang disinyalir kerap terjadi luapan air.
Lokasi pertama di Sungai Seng dekat Taman Pemrosesan Akhir (TPA) Bestari Jalan Anggrek karena sungai itu adalah hilir dari beberapa sungai di kota. Subri melihat, jaminan di Sungai Seng karena jembatannya rendah karena bangunan lama milik Balai Besar Pelaksanaan Jalan Nasional.
“Coba kami koordinasikan agar upaya perbaikan Ciptanya atau ada langkah-langkah yang lain. Kami juga sudah mencegah mencegah penumpukan sampah dengan bikin layar, mengeruk, tapi itu tidak permanen. Beberapa sungai dari selatan larinya memang kesini semua, ”jelas wawali yang ahli di bidang kontruksi ini.
Sedangkan di Sungai Wangkal di Jalan Soekarno Hatta, ada pipa rendah yang masih akan dilacak milik siapa. Rendahnya pipa juga menjadi salah satu penyebab air di sungai lebih cepat ditambah tumpukan sampah. Saat dibersihkan, sungai tersebut didapati sampah yang menghambat udara, khususnya sampah dari sawah (tumbuhan sisa panen).
“Kami belajar, karena hujan ini menjadi penyebab Kota Probolinggo terjadi genangan air. Ini tidak bisa disepelekan. Jangan sampai menunggu seperti daerah lain. Polanya kenapa, apa karena sumbatan atau drainase yang kurang baik atau kenapa ?, ”jelas wawali.
Subri menyebutkan sungai yang terjadi luapan air ada di Sungai Wangkal, Sungai Seng, Sungai Kapuran dan di Kademangan. “Tapi begini, penyebab utama adalah sampah masyarakat yang luar biasa sehingga butuh penanganan ekstra keras. Normalisasi sudah dimulai oleh Dinas PUPR dan Perkim, ”tuturnya.
Ditemui di lokasi sidak, saat mendampingi Wawali Subri, Kabid Sumber Daya Air Andung Tjahjono menambahkan, secara teknis yang kedekatan dalam mengantisipasi banjir di musim hujan adalah membersihkan saluran dari sampah dan pengerukan di saluran yang memiliki sedimentasi tinggi sehingga kapasitas saluran semakin mengecil.
“Sampah dulu kami bersihkan terus lanjut pengerukan. Sekarang kami laksanakan di saluran (di daerah) Belokan perbatasan Kelurahan Sumber Taman dan Sukoharjo, tepatnya di Jalan Sunan Kudus ke timur. Mulai kemarin (7/1) sudah pengerukan sedimentasi. Selanjutnya ke tempat-tempat lain, ”bebernya.
Tidak hanya di Bidang Sumber Daya Air, beberapa bidang di Dinas PUPR dan Perkim juga melaksanakan normalisasi di saluran drainase (pematusan) seperti Bidang Bina Marga. “Kami bersinergi terkait antisipasi banjir dan cuaca ekstrim akhir-akhir ini,” imbuh Andung.
Sejumlah personil dan alat berat milik Dinas PUPR dan Perkim pun sudah disiapkan. Seperti di Dam Kelep Jalan Prof Hamka sudah siaga eksavator ukuran besar, karena termasuk lokasi rawan sebab saluran hulunya di wilayah Kabupaten Probolinggo. “Kalau disini (kota) tidak hujan tapi kabupaten hujan deras, kita harus siap-siap. Bego juga siap di Sumber Wetan dan Jrebeng Lor,” kata Andung lagi. (famydecta)

As was informed by East Java Meteorology, Climatology and Geophysics Agency (BMKG), the intensity of medium and heavy rainfall would happen in several regions in East Java. This condition would happen in both Probolinggo city and regency.
In the last few days, in certain locations in the city, there were flood and water puddles. Therefore, Vice Mayor Subri monitored the residents’ settlement starting from last night (7/1). On Wednesday (8/1) morning, Subri has again checked several rivers vulnerable to flood. The first location was the Seng river, close to the Bestari Landfill. At the location, Subri has an opinion that the bridge built above the river is quite low so that it blocks the water flow.
“We will make coordination to fix this condition. We also make efforts to prevent any waste heap by making a screen or to dredge, but it’s not permanent. Some rivers from the south area will be heading here,” said the vice mayor who is an expert in construction.
Meanwhile, at the Wangkal river on Jl Soekarno Hatta, there was a pipe blocking the flow. This is also being the cause of the flood. Moreover, the waste leap lying on the river has been another cause of the flood, especially those coming from the agricultural waste, coming from the wet field.
“We are still learning about it because the rain has created water puddles in certain spots of the city. We cannot underestimate this condition. We need to learn why the drainage cannot be used as it should be,” the vice mayor said.
Subri mentioned several rivers vulnerable to floods include Wangkal, Seng, and Kapuran rivers. “But, the main factor causing the flood is the household waste that needs more effort to handle. River normalization has been started by the Agency of Public Works and Urban Planning (DPUPR),” he said.
Met at the surprise inspection, while accompanying Vice Mayor Subri, the Head of Water Resources division Andung Tjahjono added, technically, the urgent need to anticipate flood in the rainy season is to clean the channels from garbage and dredging in channels that have high sedimentation so that the channel capacity decreases.
"We first cleaned the waste and continued dredging. Now we do the same technique in the channel (in the area) of Belokan in Sumber Taman and Sukoharjo urban village, on Jalan Sunan Kudus to the east side. Starting yesterday (7/1), sedimentation dredging has been carried out. Next to other places, "he explained.
Not only in the division of Water Resources, but other divisions in the PUPR Office also carry out normalization in drainage channels such as the Binda Marga Division. "We work together in anticipation of floods and extreme weather lately," added Andung.
A number of personnel and heavy equipment owned by the PUPR Office have also been prepared. A large-size excavator has been prepared at the Kelep Dam, Jl Prof. Hamka, since the dam is vulnerable to flood. "If the (Probolinggo) regency is raining heavily, we must get ready. Another excavator has also been prepared in Sumber Wetan and Jrebeng Lor urban village," Andung said again.
