KANIGARAN - Persediaan solar yang langka dikeluhkan nelayan di Kota Probolinggo. Sebab, Stasiun Penyalur Bahan Bakar Minyak untuk Nelayan (SPBN) hanya melayani bahan bakar solar bagi tekong alias nahkoda kapal bahkan pemilik kapal besar.
Hal itu diungkap Wali Kota Probolinggo Habib Hadi Zainal Abidin saat menerima kunjungan silaturrahim dari Pertamina, Rabu (9/9) siang, di Command Center Jalan Panglima Sudirman 19.
Wali kota mengatakan, bagi nelayan kecil yang membeli solar di SPBN sering tersendat malah terkesan tidak dilayani. Adapun permintaan surat rekomendasi yang diajukan kapal nelayan ke UPT Pelabuhan dan Pengelolaan Sumberdaya Kelautan dan Perikanan (P2SKP) Mayangan Probolinggo tak kunjung dikeluarkan.
“Jadi kapal nelayan ini meminta rekom (surat rekomendasi, red) ke kantor UPT disana, tapi karena izinnya tidak ada, maka surat rekomendasi tidak keluar. Tapi anehnya, mereka tetap diperbolehkan beroperasi. Ini kan aneh? Kenapa? Nah inilah salah satu alasan pembahasan dari adanya pertemuan ini,” katanya.
Kedua, lanjutnya, imbas dari apa yang disampaikan perwakilan nelayan pada pertemuan terbatas beberapa waktu lalu, pada akhirnya, nelayan lebih memilih membeli solar di SPBU dengan waktu tertentu dan menghabiskan berjam-jam sebelum pergi berlayar.
Menanggapi hal itu, Sales Area Manager Retail Malang Gustiar Widodo didampingi Sales Plan Manager Area Pasuruan dan Probolinggo Yogi Indraprastya menyebut, sebelumnya, telah ada pelayanan akan kebutuhan bahan bakar jenis solar yang diberikan SPBU Mayangan kepada nelayan. Secara aturan, katanya, ini tentu tidaklah dibenarkan.
Maka dari itu, Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) terus melakukan upaya untuk mengendalikan penyaluran jenis BBM tertentu (Solar subsidi) atau JBT agar tepat sasaran. Aturan ini tertuang dalam Keputusan Kepala BPH Migas Nomor 4 Tahun 2020.
Pria yang akrab disapa Dodik itu menegaskan, pihaknya terus berupaya untuk mengendalikan jenis BBM bersubsidi ini agar tepat sasaran dan tidak kelebihan kuota khususnya di sektor transportasi.
“Kami (pertamina) terus berusaha dan terus melakukan evaluasi agar solar tetap tepat sasaran yang sesuai dengan peruntukannya, berdasarkan peraturan yang berlaku. Dan hal yang tidak kalah pentingnya adalah bagaimana menjaga agar tepat pula secara volume yang telah ditetapkan,” ujarnya.
Untuk kasus yang di SPBU Mayangan, katanya, ada penyaluran solar yang cukup tinggi. Itulah alasan kenapa akhirnya pihaknya melakukan pembinaan dengan menghentikan penyaluran solar.
“Selain itu, nelayan juga sempat mendapatkan layanan dari SPBN yang lokasinya berada di dalam pelabuhan. Namun karena ada ketentuan bahwa hanya nelayan yang sudah terdaftar di UPT, kini SPBN sudah tak lagi melayani (pembelian BBM jenis solatlr untuk nelayan),” terangnya.
Hal tersebut, terangnya, sudah sesuai dengan Perpres 191/2014 Pasal 21 (1) bahwa Badan Pengatur melakukan pengaturan, pengawasan, dan verifikasi terhadap kelancaran dan ketepatan pelaksanaan pendistribusian BBM. Dalam rangka penyaluran Jenis BBM Tertentu (solar subsidi) untuk konsumen agar tepat sasaran dan tepat volume, maka diperlukan pengendalian penyaluran JBT (Solar) khusus transportasi kendaraan bermotor untuk angkutan orang dan barang.
Solusinya, kata Dodik, UPT Pelabuhan dan Pengelolaan Sumberdaya Kelautan dan Perikanan (P2SKP) Mayangan Probolinggo harus membuat surat rekomendasi kepada Pertamina, untuk puluhan kepemilikan kapal cantrang dari total jumlah 100 kapal yang ada.
“Sesuai dengan keputusan Kepala BPH Migas Nomor 17 Tahun 2019 tentang Penerbitan Surat Rekomendasi, disana ada format form-nya seperti apa. Kami dalam hal ini juga membutuhkan dukungan terkait adanya daftar rekomendasi tersebut. Nah, apabila ada (surat rekomendasi tersebut), maka kami pastikan support penyaluran solar subsidi pada nelayan di Kota Probolinggo, untuk volume berapapun akan kami layani,” tandasnya.
Puas dengan respon yang diberikan Sales Area Manager Retail Malang Gustiar Widodo, Wali Kota Probolinggo Habib Hadi Zainal Abidin lalu menunjuk Kepala Dinas Pertanian, Ketahanan Pangan dan Perikanan (Dispertahankan) Kota Probolinggo Sudiman, untuk segera menindaklanjuti apa yang diperlukan demi terpenuhinya kebutuhan nelayan dalam menunjang aktivitasnya.
“Saya perintahkan Kepala Dispertahankan untuk segera membuat surat (rekomendasi)-nya, buat list data nama-nama kapal nelayan yang ada, lalu kirim ke Pertamina atau SPBN,” pungkasnya. (Sonea)
Fishermen in Probolinggo City complained about the scarcity of diesel fuel. This is because the Fuel Distributor Station for Fishermen (SPBN) only serves diesel fuel for ‘Tekong’ aka boat captains and even big boat owners.
This was revealed by Probolinggo Mayor Habib Hadi Zainal Abidin when receiving a visit from Pertamina Wednesday (9/9), at the Command Center, city hall.
The mayor said that small fishermen buying diesel fuel at the SPBN were halted, and seem not being well served. The request for a recommendation letter submitted by fishing boats to the UPT Port and Management of Marine and Fisheries Resources (P2SKP) Mayangan Probolinggo has not been issued.
"They requested a recommendation (letter of recommendation, red) to the UPT office there, but because the permit did not exist, the recommendation letter has not been issued. But strangely, they are still allowed to operate. Isn't this weird? Why? This is one of the reasons for the discussion of this meeting," he said.
The second one, he continued, the impact of what was conveyed by fishermen representatives at a limited meeting held recently, in the end, fishermen prefer to buy diesel fuel at a gas station with a certain time and spend more hours before going sailing.
Responding to this, Malang Retail Sales Area Manager Gustiar Widodo accompanied by Pasuruan and Probolinggo Area Sales Plan Manager Yogi Indraprastya said, previously, there had been services for the need for diesel fuel provided by Mayangan gas stations to fishermen. He said this is against the rule.
Therefore, the Downstream Oil and Gas Regulatory Agency (BPH Migas) continues to make efforts to control the distribution of certain types of fuel (subsidized diesel) or JBT to make it on target. This rule is contained in the Decree of the Head of BPH Migas Number 4 of 2020.
The man popularly known called Dodik emphasized that his side continues to make efforts in controlling this type of subsidized fuel so that it would be on target and not excessing in quota, especially in the transportation sector.
"We (Pertamina) continue to try and evaluate so that diesel fuel remains on target according to its designation, based on effective regulations. And the thing that is not less important is how to maintain the volume that has been set," he said.
For the case at the Mayangan gas station, he said, there was a fairly high distribution of diesel fuel. That is the reason why in the end his party carried out guidance by stopping the distribution of diesel fuel.
"Besides, fishermen also get diesel fuel from the SPBN, which are located inside the port. However, because this is only for registered fishermen, SPBN is no longer serving (the purchase of diesel fuel for fishermen)," he explained.
This, he explained, was under the Presidential Decree 191/2014 Article 21 (1) that the Regulatory Body carried out the regulation, supervision, and verification of the smooth and accurate implementation of the distribution of fuel BBM. To distribute certain types of fuel (subsidized diesel) for consumers to be right on target and on volume, it is necessary to control the distribution of JBT (Solar) specifically for motorized vehicle transportation for the transportation of people and goods.
The solution, Dodik said, is that the UPT of Port and Management of Marine and Fisheries Resources (P2SKP) of Mayangan Probolinggo must make a recommendation letter to Pertamina, for tens of ship ownership from a total of 100 existing ships.
"Following the decision of the Head of BPH Migas Number 17 of 2019 on the Issuance of a Letter of Recommendation, a form of the letter has been provided. In this case, we also need support regarding the list of recommendations. Well, if there is (the recommendation letter), then we will ensure that the subsidized diesel fuel is distributed to fishermen in Probolinggo City, we will serve for any volume," he said.
Satisfied with the response given by Sales Area Manager Retail Malang Gustiar Widodo, Habib Hadi Zainal Abidin then appointed the Head of the Agency of Agriculture, Food Security and Fisheries (Dispertahankan) of Probolinggo City, Sudiman, to immediately follow up on what is needed to fulfill the fishermen's needs in supporting their activities.
"I ordered the Head of Dispertahankan to immediately draft a letter (recommendation), list the data on the names of fishing boats, then send it to Pertamina or SPBN," he concluded. (alfien_tr)
