KANIGARAN - Pemerintah Kota (Pemkot) Probolinggo terus berupaya menangani COVID-19.Namun, masih banyak masyarakat yang kurang disiplin dalam menerapkan protokol kesehatan,seperti tidak memakai masker dan menjaga jarak.
Hal itu disampaikan Wali Kota Hadi Zainal Abidin pada saat memimpin Rapat Koordinasi (Rakor) bersama Tim Peningkatan Pencegahan dan Penanganan Konflik Sosial Kota Probolinggo Bulan September Tahun 2020, Kamis (24/9), di ruang Command Center (CC), kantor Wali Kota Probolinggo Jalan Panglima Sudirman 19.
Kondisi tersebut cukup berpengaruh terhadap situasi saat ini. Berdasarkan catatan yang ia terimadari satgas penanganan covid-19, dalam sebulan terakhir, terjadi lonjakan angka terkonfirmasi positif dan tingginya angka kematian.Per tanggal 22 September 2020, jumlah terkonfirmasi baru, bertambah sembilan orang, sehingga keseluruhan yang terkonfirmasi sebanyak 436 orang. 344 orang dinyatakan sembuh atau prosentasenya sebesar 79 persen, 63 orang masih dirawat, dan 29 orang meninggal dunia atau prosentase6,65 persen.
“Jika dibanding dengan angka kesembuhan nasional, Kota Probolinggo lebih tinggi. Tetapi angka kematian masih diatas angka kematian nasional. Untuk itu, saya meminta kepada Plt Direktur RSUD dr. Moh. Saleh dan Plt. Kepala Dinas Kesehatan untuk terus berupaya meningkatkan angka kesembuhan dan menekan angka kematian,” tegasnya.
Demikian pula halnya dengan kluster perkantoran, yang menurutnya juga perlu mendapatkan perhatian. Karena selama ini, katanya, telah ada beberapa Aparatur Sipil Negara (ASN) dan non ASN yang terkonfirmasi positif, bahkan telah ada yang meninggal dunia. Untuk itu,Habib Hadimeminta kepada kepala Organisasi Perangkat Daerah (OPD) untuk melakukan langkah-langkah teknis agar kluster perkantoran dapat ditekan.
Sementara itu, untuk menekan agar penyebaran covid-19 di Kota Probolinggo tak semakin meluas, Pemkot Probolinggo telah menetapkan 3 target utama, yakni menekan laju pertumbuhan angka positif, menaikkan jumlah prosentase angka kesembuhan dan menekan angka kematian.
Berbagai upaya yang telah dilakukan Pemkot, diantaranya melalui operasi yustisi untuk penegakan disiplin protokol kesehatan. Dimana dalam operasi yustisi itu, sanksi telah dijatuhkan bagi masyarakat yang melanggar. Baik sanksi sosial maupun sanksi administrasi yang berupa denda uang.
Penerapan sanksi itu sendiri, bertujuan untuk meningkatkan kedisiplinan protokol kesehatan sehingga penyebaran covid-19 bisa segera dikendalikan. “Saat ini yang perlu kita prioritaskan adalah kesehatan dan keselamatan masyarakat, tidak ada alasan untuk melonggarkan aktivitas masyarakat apabila kita ingin segera menghentikan COVID-19,” tandasnya.
Waspadai Musim Pancaroba
Wali Kota Habib Hadi, dalam kesempatan itu juga mengingatkan peserta rapat yang dilangsungkan secara virtual, di musim kemarau, cuaca panas dan sangat ekstrim yang disertai dengan angin kencang seperti sekarang ini, sangat rentan terjadi kebakaran.
Ia menambahkan,masyarakat harus lebih berhati-hati. Pasalnya kebakaran yang terjadi selama ini sedikit banyak disebabkan kelalaian dan kurang hati-hati (human error). Disamping itu, berdasarkan perkiraan BMKG, pada bulan September – Oktober dikategorikan peralihan musim (musim pancaroba) dari kemarau ke musim hujan, cuaca ekstrem seperti hujan lebat disertai petir dan angin kencang, angin puting beliung bahkan banjir bandang dapat terjadi sewaktu-waktu seperti di beberapa daerah.
“Saya mengimbau masyarakat untuk tetap waspada terhadap fenomena alam tersebut. Dan untuk Kepala Satpol PP terutama, saya perintahkan, agar terus memberikan sosialisasi kepada masyarakat tentang pentingnya kewaspadaan terjadinya kebakaran,” titahnya.
Penandatanganan Kerja Sama Kearsipan
Sebelum giat Rakor Bersama Tim Peningkatan Pencegahan dan Penanganan Konflik Sosial Kota Probolinggo Bulan September Tahun 2020, Wali Kota Hadi Zainal Abidin juga berkenan menyaksikan agenda Penandatanganan Perjanjian Kerjasama Kearsipan, antara Dinas Perpustakaan dan Kearsipan dengan Kejaksaan Negeri Kota Probolinggo.
Perjanjian kerjasama tersebut untuk melaksanakan pembinaan sistem dan pengelolaan arsip dinamis. Serta menyelamatkan arsip statis di lingkungan Kejaksaan Negeri Kota Probolinggo.“Saya mengharapkan tidak hanya kejaksaan saja yang melakukan kerjasama. Tetapi instansi vertikal lainnya juga, agar melakukan hal yang sama sehingga pengelolaan arsip lebih baik, khususnya arsip statis,” harapnya.
Kepala Kejaksaan Negeri Kota Probolinggo Yeni Puspita mengatakan, dalam menghadapi tantangan globalisasi sekaligus mendukung terwujudnya penyelenggaraan pemerintahan yang baik dan bersih, serta peningkatan kualitas pelayanan publik. Penyelenggaraan kearsipan di lembaga pemerintahan daerah, lembaga pendidikan, perusahaan, organisasi politik organisasi kemasyarakatan, dan perseorangan harus dilakukan dalam suatu sistem penyelenggaraan kearsipan yang komprehensif dan terpadu.
Penandatanganan perjanjian kerjasama itu sendiri pun didasari atas pentingnya tertib administrasi khususnya di bidang pengelolaan keuangan dan persuratan. Sekaligus upaya untuk mengatasi pentingnya masalah dokumentasi dan kearsipan mengingat sifatnya yang tak lekang dimakan waktu.
Pentingnya masalah arsip yang selama ini banyak dianggap tidak prioritas, padahal di semua kegiatan sudah barang tentu memerlukan arsip dan menghasilkan arsip dengan segala dampak hukumnya, juga menjadi poin penting dari adanya perjanjian ini. Hal itu sesuai dengan acuan Undang-undang Nomor 43 Tahun 2019 tentang Kearsipan.
“Jadi, dokumentasi dan arsip itu adalah alat bukti, yang apabila di kemudian hari ditemukan ada suatu permasalahan. Lidah manusia hari ini berkata A, besok bisa jadi lain lagi. Tapi kalau dokumentasi dan arsip, meski waktu sekian lama berlalu bahkan ketika seseorang sudah lepas tugas, dia menjadi saksi yang sifatnya tetap (tak berubah). Karena sifatnya yang demikian, selain ia juga bertujuan memberikan jaminan kepastian hukum ,” katanya. (Sonea)
Probolinggo city administration continues to make efforts to combating COVID-19. Yet, many people caught not being discipline in implementing health protocols, including not wearing masks and performing physical distance.
This was conveyed by Mayor Hadi Zainal Abidin while leading a Coordination Meeting (Rakor) with the Probolinggo City Social Conflict Prevention and Management Team for September 2020, on Thursday (24/9), at the Command Center (CC) room, city hall.
This condition is quite influential to the current situation. Based on the records he received from the city’s COVID-19 task force, in last month, there has been an increasing surge of confirmed positive cases and a high number of deaths. As of September 22nd, 2020, the number of new confirmed increased by nine people, so that the total number of confirmed cases was 436 people. 344 have recovered with the rate of percentage was 79 percent, 63 are still under treatment, and 29 others died with a percentage was 6.65 percent.
"Compared to the national recovery rate, Probolinggo City shows a higher rate of recovery. But the death rate is still above the national rate. For that, I asked the Acting Director of RSUD dr. Moh. Saleh and the acting head of Health Agency to continue to take measures to increase the recovery rate and reduce the death rate," he said.
Office clusters also need more attention, according to the mayor. He said, there have been several Civil Servants (ASN) and non-civil servants who have been confirmed positive, some have even died. To that end, Habib Hadi asked the head of the Regional Working Units (OPD) to take technical measurements so that office clusters could be prevented from increasing.
Meanwhile, to stop the spread of COVID-19 in Probolinggo, the city administration has set 3 main targets, including suppressing the growth rate of positive numbers, increasing the percentage of the recovery rate, and reducing the mortality rate.
Various efforts have been made by the city administration, including carrying out an operation called Operasi Yustisi to enforce health protocol discipline. As such, sanctions could be imposed on people who are caught violating health protocols. This includes both social sanctions and administrative sanctions in the form of fines.
The application of the sanctions itself aims to increase the discipline of health protocols so that the spread of COVID-19 can be controlled immediately. "Currently, what we need to prioritize is public health and safety. There is no reason to loosen the social activities if we want to immediately end COVID-19 outbreak," he said.
Beware of the transition season
Mayor Habib Hadi, on that occasion, also reminded the participants of the virtual meeting that in the dry season, hot and very extreme weather with strong winds coming would possibly cause a fire.
He added that people must be more careful. This is because the fires that have occurred so far are more or less caused by human error. Besides, based on BMKG data, in September - October a transition season might happen, from dry to rainy season, extreme weather such as heavy rain accompanied by lightning and strong winds, tornadoes and even flash floods can occur at any time as it has also happened in other regions.
"I urge people to stay alert of these natural phenomena. And especially for the Head of Public Order Agency Satpol PP, I give the order to continue to provide dissemination to the people about the importance of being aware of a fire," he said.
The signing of Agreement on Archives
Before having the Coordination Meeting with the Probolinggo City Social Conflict Prevention and Handling Improvement Team in September 2020, Mayor Hadi Zainal Abidin was also pleased to witness the agenda of signing the Archives Cooperation Agreement, between the Library and Archives Agency and the Probolinggo City’s Prosecutor Office.
The agreement is made to carry out system development and management of dynamic archives as well as saving static archives within the Probolinggo City Prosecutor’s Office. "I hope that not only the prosecutors will cooperate. But other vertical agencies should also do the same thing so that the management of archives could be better, especially static archives," he hoped.
Head of the Probolinggo City Prosecutor's Office, Yeni Puspita, said that in facing the challenges of globalization and at the same time supporting the realization of good and clean governance, as well as improving the quality of public services, organizing archives in regional government institutions, educational institutions, companies, political and social organizations, and individuals must be carried out in a comprehensive and integrated archiving management system.
The signing of the agreement was based on the importance of an orderly administration, especially in the field of financial and correspondence management. It is, at the same time, an effort to overcome the importance of documentation and archival problems given its timeless nature.
The importance of the issue of archives - which so far have been considered not a priority, even though archives are highly needed in all activities and producing archives with all its legal implications - is also an important point of this agreement. This is following the reference to Law Number 43 of 2019 concerning Archives.
"So, the documents and archives would be evidence, if a problem is found later. One might say different facts, but documents and archives would never lie; it can be evidence for a long time. Because of its nature, it also aims to guarantee legal certainty," she said. (alfien_tr)
