ASSESSMENT SMART CITY, PAPARKAN POTENSI PARIWISATA DAN PEMANFAATAN IT

KANIGARAN - Wali Kota Probolinggo Habib Hadi Zainal Abidin mengikuti Assessment Smart City tentang kesiapan dan komitmen rencana pelaksanaan smartcity di Kota Probolinggo, Rabu (30/9). Presentasi itu dilakukan dihadapan 5 orang tim asesor melalui video conference (vidcon) dari Command Center (CC) kantor Wali Kota Probolinggo Jalan Panglima Sudirman 19.

Dalam paparannya, Wali Kota Habib Hadi didampingi Kepala Dinas Komunikasi dan Informatika (Diskominfo) Aman Suryaman, Kepala Dinas Kepemudaan, Olahraga dan Pariwisata (Dispopar) Budi Krisyanto dan Kepala Badan Perencanaan Pembangunan Daerah, Penelitian dan Pengembangan (Bappeda Litbang) Rey Suwigtyo, mengatakan Pemkot Probolinggo memiliki misi pembangunan yang telah ditetapkan di RPJMD yang salah satunya adalah tata kelola pemerintahan dan pelayanan publik yang baik dan sumber daya manusia dan kesejahteraan sosial yang berkualitas.

WhatsApp Image 2020 09 30 at 09.29.29 1Fokus yang dilakukan oleh Pemkot Probolinggo dalam hal itu adalah pelayanan kepada masyarakat yang berkualitas dengan meningkatkan potensi sektor pariwisata dan pemanfaatan teknologi informatika.

“Mengingat Bromo Tengger Semeru menjadi destinasi wisata sepuluh Bali baru sebagai target (pemerintah) pusat. Maka keberadaan exit tol, stasiun dan pelabuhan termasuk kehadiran wisata kapal pesiar, diharapkan mampu mendongkrak angka wisatawan yang masuk ke Kota Probolinggo. Belum lagi wisata religi wali limo, wali songo dan terbaru yang akan segera menyusul adalah Wisata Religi Artefak Peninggalan Nabi Muhammad SAW dan para sahabat di Kota Probolinggo,” terangnya.

Wali Kota menuturkan berbagai aplikasipun telah disediakan dalam melayani masyarakat dan membantu pelaksanaan tugas yang tersebar di berbagai sektor, baik terkait pelayanan administrasi, pembangunan, pengaduan dan laporan serta Sistem Informasi Manajemen Kepegawaian (Simpeg).

Diakhir paparannya, Habib Hadi menyampaikan ucapan terima kasih kepada tim assesor serta berharap kementerian dan tim asesor dapat menetapkan dan mendukung Kota Probolinggo menjadi salah satu kota yang mendapat pendampingan serta bimbingan dalam penyusunan masterplan smart city. “Semoga apa yang kami sampaikan dapat menjadi pertimbangan dan dukungan Kota Probolinggo dalam penyusunan masterplan smart city,” tandasnya.

Seperti diketahui, Kota Probolinggo di tahun 2020 ini kembali mengikuti assessment Smart City yang diselenggarakan oleh Kementerian Komunikasi dan Informatika Republik Indonesia. Perbedaannya, keikutsertaan Kota Probolinggo kali ini adalah fokus Kabupaten/Kota yang berada pada Kawasan Strategis Pariwisata Nasional (KSPN) dan Calon Ibukota Baru. Assessment diikuti sebanyak 50 Kabupaten/Kota dan diambil 50% peserta yang lolos untuk mendapat fasilitasi dari Kementerian Kominfo.

WhatsApp Image 2020 09 30 at 09.29.29Gerakan Menuju Smart City 2021 dilaksanakan dalam rangka memperkuat ketahanan dan pertumbuhan ekonomi yang berkualitas. Gerakan ini juga bertujuan membimbing kabupaten/kota dalam menyusun Masterplan Smart City agar bisa lebih memaksimalkan pemanfaatan teknologi, baik dalam meningkatkan pelayanan masyarakat maupun mengakselerasikan potensi yang ada di masing-masing daerah.

Dari hasil assessment ini, nantinya Kemenkominfo akan memberikan fasilitasi berupa penyusunan Masterplan Smart City.Selain itu  hasil assessment dapat digunakan sebagai titik ukur untuk pembenahan pengembangan Smart City Kabupaten / Kota kedepannya.

Penilaian assessment berdasarkan indikator-indikator yang sudah ditetapkan dengan mengimplementasikan digital government di daerah dengan tujuan untuk membuat pelayanan publik menjadi lebih mudah, murah dan cepat.

Proses assessment melibatkan berbagai stakeholder sebagai penilai seperti Hery Abdul Azis dari Kemenkominfo, Rosikin dari Kementerian PAN RB, dan perwakilan akademisi berasal dari Universitas seperti ITB dan UGM, Windy Gambetta dan Ahmad Djunaedi serta CEO Citi Asia Farid Subkhan. 

Pelaksanaan proses assessment dilakukan dengan melakukan konfirmasi dan mendalami isian kuesioner yang menampilkan hasil-hasil capaian bidang e-Government di daerah. Antara lain pendalaman tentang keselarasan kebijakan smart city dengan visi misi daerah, regulasi tentang e-government/smartcity, implementasi kebijakan e-government/smartcity, kondisi dan pemanfaatan infrastruktur TI dan pemanfaatan aplikasi.

Selain itu proses assessment juga mengkonfirmasi tentang kesiapan masyarakat dengan mengacu pada IPM (Indeks Pembangunan Manusia), jumlah KKD (Kondisi Keuangan Daerah) dan sistem perencanaan daerah. (Sonea)

 


Probolinggo Mayor Habib Hadi Zainal Abidin attended the Smart City Assessment of the readiness and commitment of the smart city implementation plan in Probolinggo City on Wednesday (30/9). The presentation was carried out before 5 assessors via video conference from the Command Center (CC), city hall.

In his presentation, Mayor Habib Hadi was accompanied by the Head of the Communication and Information Technology Agency (Diskominfo) Aman Suryaman, the Head of the Youth, Sports, and Tourism (Dispopar) Agency Budi Krisyanto and the Head of the Regional Development Planning and Research Agency (Bappeda Litbang) Rey Suwigtyo.

Habib Hadi said Probolinggo city administration has a mission enacted in Regional Mid-term Development Plan RPJMD, one of which is good governance and public services and high-quality human resources and social welfare.

The focus carried out by the city administration in this mission is high-quality service provided for the public by increasing the potential of the tourism sector and the use of information technology.

"As Bromo Tengger Semeru becomes the choice of the central government to be a national tourist destination, the existence of toll exits, stations, and ports, including the presence of cruise ship tours, are expected to increase the number of tourists visiting Probolinggo city. Not to mention the religious tourism Wali Limo, Wali Songo, and the newest which will soon follow is the Religious Tour of the Relic of the Prophet Muhammad and his friends that will be opened in the city," he explained.

The Mayor said that various applications have been provided in serving the public and assisting the implementation of tasks that are spread across various sectors, both related to administrative services, development, complaints, and reports as well as the Personnel Management Information System (Simpeg).

At the end of his presentation, Habib Hadi expressed his gratitude to the assessment team and hopes the ministry and the team could determine and support Probolinggo City to be one of the cities that received assistance and guidance in the preparation of the smart city master plan. "Hopefully our presentation can lead to a support (from central government) for Probolinggo city in the preparation of the smart city master plan," he said.

As is known, the city in 2020 will again participate in the Smart City assessment organized by the Ministry of Communication and Information Technology of the Republic of Indonesia. The difference is that the participation of Probolinggo City this time is the focus of regencies/cities that are included in the National Tourism Strategic Area (KSPN) and the New Capital Candidates. The assessment was participated in by 50 regencies/cities and 50% of participants passing the assessment will have assistance from the Ministry of Communication and Information Technology.

The Movement Towards a Smart City 2021 is carried out to strengthen resilience and high-quality economic growth. This movement also aims to guide regencies/cities in preparing a Smart City Master Plan to maximize the use of technology, both in improving public services and accelerating the potential of each region.

From the results of this assessment, the Ministry of Communication and Information Technology will later provide facilitation in the form of the preparation of a Smart City Master Plan. Besides, the results of the assessment can be used as a measuring point for improving the development of Smart City for Regencies / Cities in the future.

The assessment is based on predetermined indicators by implementing digital government in the regions to make public services easier, cheaper, and faster.

The assessment process involved various stakeholders as assessors such as Hery Abdul Azis from the Ministry of Communication and Information Technology, Rosikin from the Ministry of Administrative and Bureaucratic Reform (PAN RB), and academic representatives from universities including ITB and UGM, Windy Gambetta and Ahmad Djunaedi as well as Citi Asia CEO Farid Subkhan.

It is carried out by confirming and studying the questionnaire that displays the results of regional e-government achievements. These include research on the alignment of smart city policies with regional vision and mission, regulations on e-government / smart city, implementation of e-government / smart city policies, conditions, and utilization of IT infrastructure and application utilization.

Besides, the assessment process also confirms the readiness of the public by referring to the HDI (Human Development Index), the number of KKD (Regional Financial Condition), and the regional planning system.  (alfien_tr)
