MAYANGAN – Mendapati laporan warga terkait adanya penyalahgunaan fungsi bedak di Pasar Gotong Royong Kota Probolinggo,tanpa pengawalan, Selasa (7/1) pagi, Wali Kota Hadi Zainal Abidin sidak langsung ke pasar yang terdiri dari dua lantai tersebut.
Sampai di Pasar Gotong Royong, Habib Hadi menuju ke lantai dua yang diisi beberapa pedagang sayuran. Kondisi pasar dirasa kurang layak karena banyak atap rusak sehingga becek kena guyur air hujan. Secara pribadi, Habib Hadi kemudian menyerahkan sejumlah uang untuk membenahi atap yang bocor.
Bergeser di lantai satu, lebih banyak bedak di area dalam yang kosong. Parahnya, beberapa bedak sudah berubah jadi tempat tinggal. Terlihat sejumlah orang tidur di lantai.
Sontak wali kota pun geram mendapati temuan tersebut. Terlebih lagi dalam laporan yang diterima, lokasi itu dipakai untuk tempat mabuk-mabukan. Seketika itu juga semua petugas pasar dipanggil termasuk Kepala UPT Pasar M Arief Billah yang terkejut dengan kedatangan wali kota.
“Saya minta fungsi pasar dikembalikan, kenyamanan dijaga. Paham ya? Apalagi sampai ada tempat mabuk-mabukkan. Pasar jangan digunakan hal-hal lain. Yang tidak sesuai fungsi pasar harus dirubah,” tegas wali kota pada pegawai pasar.
Jika perekonomian lancar, kata Habib Hadi, maka perekonomian yang baik akan berdampak pada pedagang. Ia pun meminta masukan kebutuhan pasar agar bisa diajukan pada Perubahan APBD 2020 mendatang.
“Kita perbaiki. Jangan becek seperti ini dibiarkan saja sehingga kenyamanan pasar terganggu. Nanti kalau pasar tidak nyaman yang disalahkan pemerintah. Ini (kenyamanan pasar) berlaku pada semua pasar yang ada di Kota Probolinggo,” imbuhnya.
Habib Hadi menjelaskan, dalam sidaknya ia ingin melihat sarana prasarana dan kondisi lainnya di Pasar Gotong Royong. Katanya, pemerintah harus turun tangan untuk ambil alih langkah-langkah sehingga kenyamanan masyarakat di pasar tradisional dapat dilestarikan.
Untuk itu ia menekankan kepada Kepala UPT Pasar dan jajarannya jika ada toko yang tidak segera diundang untuk dialihkan ke orang lain. “Buat sesuai fungsinya, jangan jadi penampungan atau tempat tinggal yang menimbulkan keresahan bahkan sampai mabuk-mabukan, menganggu mereka yang bekerja disini,” tegas Habib Hadi.
“Kami mengambil langkah sebagai bentuk pemerintah hadir untuk mengayomi masyarakat. Merapikan toko yang ditempati sebagai tempat tinggal untuk dibuat toko agar perekonomian tetap berputar,” tegas mantan anggota DPR RI ini.
Wali kota juga mengajak seluruh pegawai pasar melihat fasilitas yang kurang memadai. “Harapannya, perekonomian pasar tradisional mendapat dukungan dan fasilitas yang baik,” ucapnya.
Sementara itu, Kepala UPT Pasar Arief Billah menyatakan pihaknya siap menjalankan apa yang menjadi atensi Wali Kota Habib Hadi untuk ditindaklanjuti. Ia membenarkan ada fakta beberapa bedak menjadi tempat tinggal, untuk mengatasinya harus berkoordinasi dengan Satpol PP dan BPPKAD (Bidang Aset).
Arief menuturkan ada 37 ruko dan 119 bedak di Pasar Gotong Royong, namun ia belum bisa mengetahui berapa yang digunakan dan dialihfungsikan. “Insyaallah dalam waktu dekat kami data dan tindaklanjuti. Kami berharap pedagang bisa menggunakan haknya berjualan dan memenui kewajiban membayar retribusi. Yang menyalahgunakan bedak kami harap segera mengerti karena ini resikonya. Kami juga akan melakukan pendekatan persuasif dan kerjasama dengan instansi terkait,” jelas Arief Billah. (famydecta)
Probolinggo Mayor Hadi Zainal Abidin made a surprise inspection to Gotong Royong traditional market on Tuesday (7/1) following reports collected from the people on misuse of booth function at the market. Without any announcement, he directly went to the two-floor traditional market.
At the site, the mayor, popularly known as Habib Hadi, headed to the second floor which is filled with vegetable sellers. The condition of the market is considered unfeasible due to broken roofs that made puddles on the floor as the rain comes.
Moving to the first floor, most booths are vacant. And, unexpectedly, some were used as a dwelling place as some people were seen sleeping at the booth.
This has made the mayor furious. Moreover, he collected a report telling that the place is also used for a drinking spree. Responding to this situation, the mayor has called all of the market officers including the Head of Technical Implementing Unit of the market, M. Arief Billah who was surprised by the mayor’s visit.
“I want the function of the market to be restored; the convenience needs to be maintained. Get it? The market is not for a drinking spree. What is not the function of the market need to be changed,” the mayor said firmly to the officers.
A good economy will give benefits to the sellers. He then asked for suggestions to the sellers about the needs the market required. This will be fulfilled in the next 2020 revised budget.
“We will fix it. You can’t let the market full of puddles and disrupt the market convenience. All traditional markets in the city must provide convenience,” he added.
Habib Hadi explained, in the inspection, he’d like to monitor the facilities of the market. He said the government must take action to do certain policies to create convenience in the traditional market.
Therefore, he told the Head of Technical Implementing Unit of the market and the staff to give the empty booths to other people who need it. “Use the booth properly, don’t change it into a dwelling space or a drinking spree which can disturb the people working at the market,” Habib Hadi said.
“This inspection is proof that the government is always there for the people. we need to use the booths at the market properly, based on its original function, to increase the local economy,” said the former member of the Indonesia House of Representatives.
The mayor has also asked the market officers to monitor the less-feasible facilities. “Hopefully, the market economy can have the support and good facilities,” he said.
Meanwhile, Arief Billah stated his side is ready to follow up on the mayor’s instruction. He confirmed that some booths have changed into dwelling space, and to solve this problem, he needs to make coordination with Public Order Agency and Finance and Asset Agency/BPPKAD.
Arief stated, at the market, there are 37 stores and 119 booths available. But, he cannot confirm how many booths can be used or converted. “God Willing, we will make a follow up immediately. We hope the sellers can use their rights and fulfill their obligation to pay the retribution. Those proven to misuse the booth need to understand the consequences. We will also make a persuasive approach and cooperation with related working units,” Arief Billah explained. (alfien_tr)
