MAYANGAN - Kota Probolinggo merupakan sebuah obsesi bagi Gubernur Jawa Timur, Khofifah Indar Parawansa. Sebuah mimpi besar menjadikan Pelabuhan Baru Probolinggo sebagai Shadow of Singapore dengan memiliki sea port yang kedalamannya sama dengan pelabuhan Singapore, menjadi salah satu keinginan orang nomor satu di Jawa Timur itu.
Sejauh ini, sudah ada tiga institusi yang presentasi tentang pengembangan Pelabuhan Baru di Probolinggo. Namun gubernur belum mendiskusikan secara komprehensif.
Khofifah bersyukur Allah memberikan anugerah pulau-pulau di Madura di antara pelabuhan sebagai breakwater, sehingga sedimentasi sangat kecil.
Hal itu diutarakan Khofifah saat melakukan kunjungan kerja ke Pelabuhan Baru Probolinggo, Jumat (14/2) siang. Kunjungan ini bagian dari pengembangan pelabuhan Probolinggo sebagai wujud realisasi Perpres nomor 80 tahun 2019.
“Di dalam Perpres 80 tahun 2019, Jawa Timur membutuhkan koneksitas yang harus kami lakukan percepatan pembangunannya. Ini harus disosialisasikan dan disinkronkan dengan berbagai perencanaan yang berjalan,” jelas Khofifah, yang kehadirannya disambut Wawali Mochammad Soufis Subri serta anggota forkopimda.
Khofifah menjelaskan, pengembangan pelabuhan di Probolinggo ini sangat besar sekali. Untuk itu, potensi dan jejaring di Kota/ Kabupaten Probolinggo menjadi konektivitas tol laut yang dirancang Presiden Joko Widodo.
Kebutuhan dana perlu dilihat pada proses perencanaan berikutnya. Pendanaan dalam perpres tidak sebesar yang direncanakan, maka perencanaan ini akan mengalami penyesuaian. Dalam sisi pariwisata Bromo Tengger Semeru, lanjut Khofifah, ada cruise yang merapat namun di tahun ini mengalami penurunan.
Di Kota Probolinggo, ada kebutuhan untuk meluaskan area, fungsi, digitalisasi proses yang ada di kedermagaan, bea cukai dan banyak hal lain di Pelabuhan Baru sesuai Perpres 80 tahun 2019.
Terkait pariwisata, pengembangan yang dilakukan adalah Bromo Tengger Semeru dengan sasaran cruise dari Eropa.
“Sesungguhnya kita bisa menjual banyak titik destinasi wisata. Tidak hanya Bromo dan Gili. Kami bergarap ada koneksitas BTS dan wisata lain seperti Ijen dan wisatawan menambah lama tinggal di Jawa Timur. Tidak hanya sekadar luasan area tapi juga destinasi wisata di Jawa Timur kita sinkronisasikan,” jelas Gubernur Khofifah.
Sementara itu, Kepala Dinas Perhubungan Jawa Timur Nyono menjelaskan, Pelabuhan Baru ini dibangun karena dampak lumpur Lapindo dan back up dari arah timur. Pelabuhan di kota ini punya keistimewaan terletak di posisi strategis, dilindungi kepulauan Madura sebagai breakwater dengan gelombang tidak lebih dari 1,5 meter dan sedimentasi kecil serta ada koneksitas dengan tol.
Di Kota Probolinggo ada tiga pelabuhan yaitu Pelabuhan Tanjung Tembaga, Pelabuhan Perikanan Pantai (PPP) Mayangan dan Pelabuhan Baru. Fasilitas Pelabuhan Baru yang dikelola PT DABN (Delta Artha Bahari Nusantara) ada gerbang, ground tank, pemadam kebakaran, jembatan timbang, lapangan penumpukan.
Saat ini aktifitas di Pelabuhan Baru ada direct bongkar tapioka dari Thailand milik CJI Pasuruan. Dalam satu bulan ada 40 kapal, 68 ship call dengan 15 pengguna.
Pendistribusian lewat Pelabuhan Baru disebut 32 persen lebih hemat dari pada Pelabuhan Tanjung Perak. Rencana pengembangannya, pelabuhan ini jadi pusat logistik Jawa Timur bahkan nasional.
Untuk mendukung pengembangan pelabuhan, ada area industri di Kota Probolinggo seluas 500 ha dan Kabupaten Probolinggo 1000 ha. Terkait cruise, belum bisa bersandar lantaran di dermaga dua ada kapal batu bara. Rencananya, batu bara akan dibpindah ke dermaga satu tapi harus diperkuat dulu dengan kedalaman minimal 12 meter.
Menanggapi tentang rencana pengembangan pelabuhan tersebut, Khofifah punya pesan. “Pemerintah daerah bisa berkoordinasi dengan warga sekitar agar mereka bisa melihat ini (upaya pengembangan) adalah bagian dari masa depan mereka,” tegas Gubernur Khofifah. (famydecta)
Probolinggo city is an obsession to East Java Governor, Khofifah Indar Parawangsa. A big dream to make Probolinggo New Port as the Shadow of Singapore, having a seaport as Singapore has, has been one thing she would like to realize.
By far, three institutions have highlighted a presentation on the development of Probolinggo New Port. But, the governor has yet discussed the result any further.
Khofifah is grateful that God has granted great islands in Madura, between the ports as a breakwater to minimize sedimentation.
This was stated by Khofifah as she visited Probolinggo New Port on Friday (14/2). The visit was carried out as part of the development of the port to materialize Presidential Regulation No 80 of 2019.
“In the regulation, East Java needs a connection of which the development needed to be accelerated. It needs to be promoted and synchronized with the existing planning,” said Khofifah who was welcomed by Vice Mayor Mochammad Soufis Subri and the member of Regional Leadership Coordination Forum Forkopimda.
Khofifah explains the port development in the city would be huge. Therefore, the potentials and networks the Probolinggo city/regency have will be the connection to the sea toll planned by President Joko Widodo.
The budget needs to be prepared in the next planning. The budget stated in the regulation is not as much as the planned budget. Therefore, the planning will again be reviewed. In the tourism sector, Bromo Tengger Semeru, Khofifah continued, will be visited by cruise-ships passengers, but the number is decreasing.
In Probolinggo city, efforts in expanding area, function, the digital process in the port including the customs and others are needed, based on the Presidential Regulation No 80 of 2019.
“We actually have many tourist destinations. Not only Bromo and Gili Island, but we also hope that there would be a connection between Bromo Tengger Semeru and other tourist destinations including the Ijen crater and tourists can stay longer in East Java. Not only expanding the area, but we also need to synchronize the destinations,” the governor said.
Meanwhile, the head of the Transportation Agency of East Java Province, Nyono said the new port is developed to back up the Lapindo mudflow in Porong, Sidoarjo. The port has a strategic location, covered by Madura islands as the breakwater with the wave, not more than 1.5 meters and small sedimentation, connecting to the sea toll.
The city also has three ports including Tanjung Tembaga, Perikanan Pantai, and the New Port. The new port facilities managed by Deltha Artha Bahari Nusantara, Ltd include the gate, ground tank, firefighters, weighbridge, and stacking yard.
The distribution carried out in the new port is considered to save 32%, cheaper than Tanjung Perak Port, Surabaya. The plan is to make the port a logistics center in East Java and even on the national level. At the moment, a Pasuruan company CJI is carrying out direct unloading of tapioca delivered from Thailand. In a month, 40 ships doing their business in the new port, with 68 ship calls and 15 users have been registered.
An industry area of 500 ha in Probolinggo city and 1,000 ha in Probolinggo Regency is available to support the port development. Related to cruise ships, they cannot visit the port since two ships carrying coal are in operation in the new port. The coal will be moved to dock 1 after the dock development process to add 12 meters deep is finished.
Responding to the plan of port development, Khofifah has a message to the regional government. “Regional government can make coordination with the residents so that they can see the effort of developing the port is part of their future,” she said. (alfien_tr)
