MAYANGAN - Kantor Pengawasan dan Pelayanan Bea dan Cukai (KPPBC) Tipe Madya Pabean (TMP) C Probolinggo menindaklanjuti hasil tangkapannya dengan menggelar pemusnahan ratusan rokok ilegal, Selasa (25/8), bersama Wali Kota Probolinggo Habib Hadi Zainal Abidin.
Kepala KPPBC TMP C Probolinggo, Andi Hermawan mengungkapkan total rokok ilegal yang dimusnahkan sebanyak 506.443 batang senilai Rp 500 juta dengan potensi kerugian negara dari sektor cukai sebesar Rp 219.821.495.
“Ini merupakan wujud komitmen Bea Cukai Probolinggo untuk menekan peredaran rokok ilegal menjadi sekitar 3% sesuai dengan target yang diberikan Menteri Keuangan, Sri Mulyani Indrawati,” katanya.
Hal itu sekaligus upaya dukungan pembangunan iklim industri dan perdagangan yang legal dengan berbagai percepatan dan inovasi pelayanan sesuai dengan janji layanan di Kantor Bea Cukai Probolinggo.
“Dengan dilaksanakannya giat kali ini, diharapkan mampu menurunkan jumlah peredarannya. Serta sebagai sarana sosialisasi bagi masyarakat memahami bahwa kami (Bea Cukai, red) akan menindak tegas setiap pelanggaran di bidang cukai ini. sehingga diharapkan bagi masyarakat yang memiliki usaha rokok agar memiliki izin yang legal, yaitu NPPKBC. Legal itu mudah loh, ” tegasnya.
Andi menambahkan, hasil operasi penindakan itu tak lepas dari peran Pemkot Probolinggo dan kerjasama yang terjalin selama ini, dengan adanya kegiatan sosialisasi dan pemberantasan rokok ilegal secara massif.
“Giat ini sesuai dengan tagline DJBC (Direktorat Jenderal Bea Cukai, red) yaitu Operasi Gempur Rokok Ilegal. Saya secara pribadi dan sebagai pimpinan Bea Cukai Probolinggo sangat berterimakasih dan mengapresiasi respon yang diberikan Pemkot selama ini,” terangnya.
Sementara itu, Wali Kota Probolinggo Habib Hadi Zainal Abidin dalam sambutannya menyampaikan bahwa kehadirannya adalah bentuk komitmen Pemkot Probolinggo untuk bersama-sama masyarakat menggempur peredaran rokok ilegal. Dimana peredaran rokok ilegal itu merugikan negara dan masyarakat.
“Tentunya (peredaran rokok ilegal) ini berdampak pada kinerja pasar tembakau dan industri tembakau resmi, kandungan tar, nikotin hasil tembakaunya juga tak diinformasikan dengan benar. Pastinya juga akan berbahaya bagi masyarakat yang mengonsumsinya. Dan yang tak kalah pentingnya, merugikan negara,” tegasnya.
Wali kota menerangkan, sebagian penerimaan negara di bidang cukai itu, dikembalikan ke pemerintah daerah untuk berbagai kegiatan. Terutama minimal 50% untuk program jaminan kesehatan masyarakat dalam bentuk dana bagi hasil yang dikenal dengan istilah DBHCT.
Selain itu, katanya, alokasi DBHCT sebesar Rp 16,6 miliar ke Kota Probolinggo, digunakan untuk kegiatan peningkatan kualitas bahan baku, pembinaan industri, pembinaan lingkungan sosial, sosialisasi ketentuan di bidang cukai dan pemberantasan barang kena cukai ilegal.
“Di tengah wabah pandemi ini, DBHCT juga dapat di refocusing untuk penanganan Covid-19. Oleh karena itu saya mengajak semuanya, mari gempur rokok ilegal. Kenali dengan benar apa saja rokok ilegal seperti rokok polos, tanpa pita cukai, rokok dengan pita cukai palsu dan lain sebagainya,” ujarnya.
Orang nomor satu di Kota Seribu Taman itu juga mengingatkan masyarakat untuk melaporkan segala bentuk peredaran rokok ilegal melalui kantor Bea Cukai Probolinggo atau ke 112. Termasuk bagi para pengusaha, ia mengingatkan #legalitumudah untuk kemudahan para pengusaha Kota Probolinggo dalam berinovasi dan melakukan perubahan dalam pelayanan publik.
“(bila menemukan adanya indikasi peredaran rokok ilegal) Jangan sungkan untuk melaporkan ke KPPBC atau layanan darurat 112. Bisa juga melalui media sosial seperti lapor.go.id. tidak usah takut, rahasia pelapor dijamin oleh pemerintah,” pungkasnya.
Pemusnahan secara simbolis dihadiri langsung Wali Kota Probolinggo Habib Hadi Zainal Abidin, aparat penegak hukum seperti TNI dan Polri, Kepala Satpol PP Kota/Kabupaten Probolinggo dan Lumajang, Perwakilan Kejaksaan Negeri dan Kepala OPD terkait di lingkungan Pemkot Probolinggo dan Pimpinan kantor di wilayah pelabuhan.
Sebagai informasi, penindakan yang telah dilakukan KPPBC TMP C Probolinggo turut menambah jumlah penindakan DJBC secara nasional. Di tahun 2020 ini, selama bulan Januari sampai dengan Agustus di masa pandemi COVID-19, KPPBC TMP C Probolinggo telah melakukan 20 kasus penindakan dan 17 kasus penindakan berupa rokok ilegal, sebanyak 3.514.705 batang rokok dengan perkiraan nilai barang senilai Rp 3.608.813.555 dan perkiraan kerugian negara lebih dari Rp 1,5 milliar.
Adapun kenaikan tarif cukai rata-rata sebesar 23% sesuai PMK-152/PMK.010/2019 menjadi tantangan tersendiri bagi bea cukai yang memerlukan extra effort dalam menurunkan peredaran rokok illegal. (Sonea)
Probolinggo Customs and Excise Office (KPPBC) Type C made a further move on their catch by destructing hundreds of illegal cigarettes, on Tuesday (25/8), with Probolinggo Mayor Habib Hadi Zainal Abidin appeared on site.
Head of KPPBC TMP C Probolinggo, Andi Hermawan, said that the total number of illegal cigarettes destroyed was 506,443 cigarettes, worth IDR 500 million, with a potential state loss from the excise sector worth IDR 219,821,495.
"This is a manifestation of the Probolinggo Customs' commitment to reducing the circulation of illegal cigarettes to around 3% to meet the target given by the Minister of Finance, Sri Mulyani Indrawati," he said.
This is also an effort to support the development of a legal industry and trade climate with various service accelerations and innovations under the service promise at the Probolinggo Customs Office.
"With this active implementation, it is expected to reduce the number of illegal cigarettes circulation as well as a means of education for the public to understand that we (Customs, red) will take firm action against any violations in this excise sector. It is expected that people running cigarette business to have a legal license, namely NPPKBC. Being legal is easy," he said.
Andi added the results of the suppression operation were inseparable from the role of the Probolinggo city administration and the cooperation that has been made, with the massive dissemination and eradication of illegal cigarettes.
"This vigorous activity is in line with the tagline of Directorate General of Customs and Excise, namely Operation to Combat Illegal Cigarettes. As the leader of the Probolinggo Customs and Excise, I am very grateful and appreciate the responses given by the city administration so far," he explained.
Meanwhile, Probolinggo Mayor Habib Hadi Zainal Abidin in his speech said that his presence was a form of the city administration’s commitment to work together with the community to combat the circulation of illegal cigarettes of which the circulation is detrimental to the state and society.
"Of course (the circulation of illegal cigarettes) has an impact on the performance of the tobacco market and the official tobacco industry. The tar content and nicotine produced by tobacco are also not properly informed. It will, of course, also be dangerous for people who consume it. And last but not least, it is detrimental to the state," he said.
The mayor explained that part of the state revenue in the excise sector was returned to local governments for various activities, especially at least 50% for the public health insurance program in the form of profit-sharing funds known as DBHCT.
Besides, he said, the DBHCT allocation worth IDR 16.6 billion to the city’s local budget is used for activities to improve the quality of raw materials, industrial development, social environment development, dissemination of provisions in the excise sector, and eradicating illegal excisable goods.
"Amid the pandemic, DBHCT can also be the target of budget refocusing on COVID-19 handling. That's why I invite everyone, let's fight against illegal cigarettes. Recognize correctly what illegal cigarettes are, such as plain cigarettes, without excise stamps, cigarettes with fake excise stamps, and so on," he said.
The mayor also reminds the public to report all forms of illegal cigarette circulation through the Probolinggo Customs Office or calling emergency number 112. To the entrepreneurs, he promotes the tagline #legalitumudah (#legaliseasy) for the convenience of Probolinggo City entrepreneurs in innovating and making changes in public services.
"(If you find any indication of illegal cigarette circulation) Don't hesitate to report it to KPPBC or emergency call 112. You can also go through social media such as lapor.go.id. Do not be afraid, the identity of the reporter is under classified data," he concluded.
The symbolic extermination was attended directly by Probolinggo Mayor Habib Hadi Zainal Abidin, law enforcement officials such as the TNI and Polri, Heads of Public Order Agency Satpol PP City / Regency of Probolinggo and Lumajang, representatives of the Prosecutor's Office and Head of related working units, and office leaders in the port area.
For information, the action carried out by KPPBC TMP C Probolinggo has also increased the number of the same action by DJBC nationally. In 2020, during January to August during the COVID-19 pandemic, KPPBC TMP C Probolinggo has carried out 20 cases of prosecution and 17 cases of prosecution in the form of illegal cigarettes, totaling 3,514,705 cigarettes with an estimated item value worth IDR 3,608,813,555 and estimated state losses of more than IDR 1.5 billion.
