MAYANGAN – 50 Warga Kelurahan Mangunharjo dan Kelurahan Wiroborang, di Kecamatan Mayangan, Selasa (8/9) menerima sertifikat tanah dari Program Pendaftaran Tanah Sistematis Lengkap (PTSL). Penyerahan secara simbolis diberikan oleh Wali Kota Habib Hadi Zainal Abidin di aula Kelurahan Wiroborang.
Menurut Kepala Badan Pertanahan Nasional (BPN) Kota Probolinggo Bambang Hariono, di Kota Probolinggo terdapat kurang lebih 100 ribu bidang tanah. Kurang lebih 87 ribu telah disertifikatkan dan kurang lebih 5.500 bidang tanah belum disertifikatkan di Kelurahan Jati, Sukabumi dan Mayangan.
Masih menurut Hariono, sebagai tindaklanjut Undang-Undang Nomor 28 Tahun 2009 tentang Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB). “MOU antara BPN dengan KPK agar administrasi pertanahan itu menjadi tunggal, kami telah melaporkan kepada sekda terhadap bidang- bidang tanah di Kota Probolinggo. “Kurang lebih sampai pada 23 Juli 2020 sebanyak 2.087 bidang tanah, dimaksudkan untuk mendukung Pendapatan Asli Daerah Kota Probolinggo,” ujarnya.
Hariono menambahkan selain di dua kelurahan yang diserahkan hari ini, ada 725 sertifikat di Kelurahan Kanigaran dan 65 fasum sudah disiap diserahkan.
Sementara itu menurut Wali Kota Habib Hadi menuturkan pada tahun 2020 PTSL di Kota Probolinggo mencapai 84 persen dari total semuanya. Ia berharap tahun 2021 bidang tanah di wilayah Kota Probolinggo dapat tersentuh semua sehingga semua, anggaran dapat dipenuhi dan kekurangan tahun 2020 dapat diakumulasikan pada tahun 2021. “Alhamdulillah semoga semuanya bermanfaat,” harapnya.
Ia berpesan kepada perangkat kelurahan untuk menyerahkan disesuaikan dengan nama penerima sertifikat. Hal ini dimaksudkan untuk meminimialisir adanya potensi / konflik di lingkungan keluarga, ahli waris. “Mudah-mudahan dengan adanya ini (PTSL) bisa bermanfaat untuk anak cucu kita, keturunan, ahli waris sehingga tidak ada lagi keraguan, kekhawatiran agar tidak timbul persoalan-persoalan yang mana banyak kejadian mengaku bukan haknya,” imbuh Habib Hadi.
Di penghujung acara Habib Hadi turut menyelipkan edukasi pada warga yang hadir agar terus mendisiplinkan diri menerapkan protokol kesehatan, sebelum vaksin COVID 19 ditemukan. (dewi)
50 residents of Mangunharjo and Wiroborang urban village, Mayangan sub-district, received land certificates on Tuesday (8/9), thanks to a program called Complete Systematic Land Registration Program (PTSL). Mayor Habib Hadi Zainal Abidin handed out the certificate symbolically in the hall of Wiroborang urban village.
According to the Head of the Probolinggo City National Land Agency (BPN), Bambang Hariono, the city has approximately 100 thousand plots of land. Of these numbers, 87,000 have been certified, with the rest 5,500 in Jati, Sukabumi, and Mayangan urban village recorded uncertified.
Hariono said, as a follow-up to Law Number 28 of 2009 on Fees for Acquisition of Land and Property Rights (BPHTB), to increase the city revenue, such effort must be encouraged. "The MoU between BPN and the Corruption Eradication Commission (KPK) states that the land administration must be single. We have reported to the regional secretary regarding the land plots in the city. As of July 23rd, 2020, approximately 2,087 plots of land have been certified to increase the regional revenue (PAD) of Probolinggo city," he said.
He added that apart from the two urban villages receiving the certificates, other 725 certificates in Kanigaran urban village and 65 public facilities had already been prepared.
Meanwhile, Mayor Habib Hadi said in 2020 the PTSL program in Probolinggo City had reached 84 percent of the total. He hopes that by 2021 all the plots of land in the city can be certified so that all budgets can be met and the 2020 shortages can be accumulated in 2021. "Alhamdulillah, I hope everything will be useful," he hoped.
He ordered the village apparatus to hand out the certificates by name and address. This is intended to minimize any potential / conflict of the family and heirs. "Hopefully this (PTSL) can be useful for the children and grandchildren, descendants, heirs so that there are no more doubts or worries. We hope there would be no problems arising," added Habib Hadi.
At the end of the event, Habib Hadi also provided education for the residents who were present to continue to discipline themselves to apply health protocols, before the COVID-19 vaccine was found. (alfien_tr)
