KANIGARAN – Pemerintah Kota Probolinggo rampung melakukan paparan evaluasi Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) dan Reformasi Birokrasi (RB) tahun 2020 dihadapan tim evaluator dari KemenPAN dan RB, Dianita Evo Nila Sari dan Catur Bintang, di Command Center, Selasa (8/9).
Kegiatan yang dimulai pukul 09.00 hingga 12.00 itu dilaksanakan secara daring (dalam jaringan) dengan Sekda drg Ninik Ira Wibawati sebagai moderator. Sedangkan paparan SAKIP disampaikan Wakil Wali Kota Probolinggo Mochammad Soufis Subri. Untuk paparan RB disampaikan oleh Asisten Administrasi Umum Budiono Wirawan. Selain seluruh perangkat daerah, anggota Tim SAKIP dan Tim RB di lingkungan Pemerintah Kota Probolinggo turut hadir.
Evaluasi SAKIP dan Reformasi Birokrasi (RB) oleh Kementerian PAN dan RB di Lingkungan Pemerintah Kota Probolinggo ini untuk mengetahui pelaksanaan implementasi perencanaan, penganggaran, pengukuran dan pelaporan terhadap akuntabilitas kinerja instansi pemerintah maupun reformasi birokrasi.
“Maksud evaluasi ini untuk mengukur sejauh mana implementasi perkembangan terbaru terhadap pelaksanaan sistem akuntabilitas kinerja maupun reformasi birokrasi Pemerintah Kota Probolinggo pada tahun 2020,” ujar Kabag Organisasi Prijo Djatmiko.
Setelah Wawali Subri melakukan paparan, tim evaluator pun memberikan tanggapan. Mereka menanyakan berbagai hal antara lain sejauh mana sistem manajemen e-kinerja yang diimplementasikan oleh Pemerintah Kota Probolinggo dapat mengukur kinerja pegawai; alasan Pemkot Probolinggo menghapus 4 Perangkat Daerah; upaya apa saja yang dilakukan untuk memastikan refocusing anggaran tepat sasaran; tindak lanjut terhadap rekomendasi hasil evaluasi SAKIP oleh Perangkat Daerah dan sebagainya.
“Tim evaluator meminta kami untuk melengkapi bukti pendukung dalam evaluasi SAKIP dan Reformasi Birokrasi ini. Ya seperti rancangan road map reformasi birokrasi, bukti sistem manajemen kinerja dan pemantauannya hingga proses SPIP (Sistem pengendalian Intern Pemerintah) dan bukti dukung terkait peningkatan kapabilitas APIP level 3 serta kondisi saat ini,” ungkap Wawali Subri.
Masih menurut wawali, Pemerintah Kota Probolinggo agar segera melengkapi data/bukti dukung evaluasi SAKIP dan RB dan kepada Perangkat Daerah untuk melaksanakan survey internal kapasitas organisasi.
“Kesimpulannya, pelaksanaan evaluasi SAKIP dan RB di Lingkungan Pemerintah Kota Probolinggo telah dilaksanakan dengan baik. Pertanyaan-pertanyaan yang disampaikan tim evaluator Kemenpan RB juga telah dijawab dengan baik oleh pejabat dari Perangkat Daerah. Yang jelas kami harus segera mengirimkan dokumen pendukung terhadap pertanyaan evaluator,” imbuhnya.
Wawali Subri menegaskan, dengan evaluasi SAKIP dan RB seluruh kepala OPD memahami kesesuaian rencana strategi (renstra) program di OPD dengan visi misi kepala daerah yang tertuang dalam RPJMD sesuai dengan tematik pembangunan tahun berjalan.
”Termasuk di dalamnya ada e-kinerja dimana kepala daerah dan kepala OPD dapat selalu memonitor progress kegiatan ASN secara real time mulai harian sampai bulanan,” terang wawali. Subri berharap nilai SAKIP di Pemkot Probolinggo meningkat dari BB menjadi A, mengingat persaingan dengan daerah lain di Indonesia cukup ketat. (famydecta)
Probolinggo city administration has completed a presentation on the evaluation of the Performance Accountability System for Government Agencies (SAKIP) and Bureaucratic Reform (RB) in 2020 before the team of evaluators of the Ministry of Administrative and Bureaucratic Reform (KemenPAN RB), Dianita Evo Nila Sari and Catur Bintang, at the Command Center, Tuesday (8/9).
The presentation started at 09.00 to 12.00 am was carried out online with Regional Secretary drg. Ninik Ira Wibawati acted as moderator, and Vice Mayor Mochammad Soufis Subri was the one delivering the presentation. The presentation of Bureaucratic Reform was delivered by General Administration Assistant Budiono Wirawan.
The evaluation of SAKIP and Bureaucratic Reform (RB) by the Ministry of PAN and RB on Probolinggo city administration is to determine the implementation of planning, budgeting, measurement, and reports on the performance accountability of government agencies and bureaucratic reform.
"The purpose of the evaluation is to measure the extent to which the implementation of the latest developments towards the implementation of the performance accountability system and the bureaucratic reform carried out by Probolinggo city administration in 2020," said the Head of Organization Department, Prijo Djatmiko.
The evaluator team gave their feedback on the presentation given by Vice Mayor Subri. They asked various questions, including the extent to which the e-performance management system implemented by the city administration can measure employee performance; the reason for the city administration to remove 4 regional working units; what efforts are made to ensure budget refocusing can be used on target; follow-up to recommendations on the results of the evaluation of SAKIP by regional working units.
"The evaluator team asked us to complete supporting documents in the evaluation of SAKIP and Bureaucratic Reform. These include the design of the road map for bureaucratic reform, the document of the performance management system, and monitoring to the SPIP (Government Internal Control System) process and supporting documents related to the improvement of APIP level 3 capabilities and current conditions," said Subri.
According to the vice mayor, the city administration should immediately complete the supporting data/documents of SAKIP and RB evaluation, and the regional working units must carry out an internal survey of organizational capacity.
"In conclusion, the implementation of SAKIP and RB evaluations in Probolinggo city administration has been well carried out. The questions submitted by the Kemenpan RB evaluator team have also been well answered by officials. What is clear is that we must immediately submit supporting documents related to the evaluator's questions," he added.
Subri emphasized that by evaluating SAKIP and RB, all working unit heads understood the suitability of the program's strategic plan (renstra) in the units with the regional head's vision and mission as stated in the RPJMD following the thematic development of the current year.
"This includes e-performance where regional heads and working unit heads can always monitor the progress of civil servants activities in real-time from daily to monthly," explained the vice mayor. Subri hopes that the SAKIP score in the Probolinggo city administration will increase from BB to A, given the tight competition from other regions in Indonesia. (alfien_tr)
