WALI KOTA PROBOLINGGO BEBERKAN UPAYA PENANGANAN COVID 19 KE DPRD

KANIGARAN – Wali Kota Hadi Zainal Abidin membeberkan segala bentuk upaya penanganan COVID 19 yang dilakukan Pemerintah Kota Probolinggo kepada pimpinan DPRD dan ketua fraksi, Rabu (15/4). Hal ini disampaikan agar eksekutif dan legislatif dapat bersama-sama menangani pandemi virus yang menyebar di seluruh dunia ini.

Ketua DPRD Abdul Mujib mengatakan, melalui pertemuan ini ingin menyampaikan aspirasi dari DPRD yang merupakan keluhan para konstituennya. “Action yang sudah dilakukan pemerintah tentunya kami mengapresiasi. Kami mendukung dan siap diajak bersama-sama mengatasi COVID 19,” katanya.

Dalam paparannya, Wali Kota Habib Hadi menjelaskan hingga saat ini dasar hukum percepatan penanganan COVID 19 ada lebih dari 73 regulasi dari pemerintah pusat. Sesuai Instruksi Mendagri Nomor 1 tahun 2020 anggaran diarahkan untuk tiga fokus penanganan yaitu penanganan kesehatan, penanganan dampak ekonomi dan pengadaan jaring pengaman sosial. Tiga fokus penanganan ini pun sudah ditindaklanjuti dengan regulasi pemerintah daerah.

Refocusing yang kami lakukan harus sangat hati-hati, sesuaikan aturan yang terbaru sehingga dapat kami evaluasi untuk mengambil langkah cepat, tepat dan terbaik,” tegas Habib Hadi dalam rapat yang diikuti juga oleh Wawali Mochammad Soufis Subri, Kajari Yeni Puspita, Kasdim dan Wakapolresta.

Fokus alokasi anggaran hasil refocusing pertama untuk penanganan kesehatan senilai Rp 46.264.717.381 dari 23 OPD (Organisasi Perangkat Daerah); penanganan dampak ekonomi Rp 300 juta dari DKUPP; sedangkan jaring pengaman sosial Rp 250.195.300 dari Dinsos PPPA.

Sementara hasil refocusing kedua total senilai Rp 31.944.637.098 dialokasikan pada Belanja Tak Terduga (BTT). Rinciannya dana penanganan kesehatan Rp 9.705.387.098 untuk pencegahan, penanganan dan pendeteksian COVID 19; pengadaan APD, alat kesehatan dan sewa homestay untuk karantina. Untuk penanganan dampak ekonomi Rp 4 M digunakan untuk operasi pasar dan stimulus UMKM. Jaring pengaman sosial ada anggaran senilai Rp 18.239.250.000 untuk 20 ribu paket sembako.

Dan, saat ini penanganan langsung di lapangan antara lain mendirikan posko pencegahan dan penanganan COVID 19 di rumah dinas wali kota; kesiapan tenaga medis dan lapangan (14 dokter spesialis, 20 dokter umum, 35 paramedis, 87 surveilans dan 480 personil lapangan); ada tujuh titik pantau/check point (stasiun, terminal, tapal batas timur, barat dan selatan, exit tol dan PPP Mayangan).

Penanganan darurat COVID 19 pemerintah melakukan penyemprotan disinfektan, tempat cuci tangan, surveilans dan tracking kelompok beresiko, pemantauan karantina mandiri dan rapid tes. Pemkot juga menyediakan ruang penanganan pasien berupa 23 ruang isolasi di RSUD, 18 ruang di puskesmas, 4 tempat karantina petugas dan 2 tempat karantina pemudik.

Terkait jaring pengaman sosial telah dilakukan pendataan by name by address bagi masyarakat terdampak, data ini diluar PKH dan BDT sebanyak 14.307 KK. Sasaran jaring pengaman sosial untuk warga kurang mampu, PKL, nelayan, buruh tani, peternak, abang becak, tukang parkir, tenaga kerja yang di-PHK.

Kendati demikian pemkot telah mempersiapkan sebanyak 20 ribu paket yang akan digunakan untuk mengakomodir masyarakat yang terdampak COVID 19. Seperti buruh, pramuniaga, pramusaji, ojek online, sopir angkot, kaum disabilitas, yatim piatu dan manula.

Penanganan langsung dilapangan yang telah dilaksanakan yaitu penerapan jam malam berupa penutupan beberapa ruas jalan kota, penambahan tempat karantina pemudik di tiga lokasi, penambahan lima titik pantau hingga penyiapan area pemakaman di TPU Kopian Barat.

“Untuk jaring pengaman yang dapat menjangkau masyarakat terdampak, kami mengupayakan dari berbagai sumber dana non APBD-CSR termasuk sumbangan dari ASN di lingkungan Pemerintah Kota Probolinggo,” ujar Wali Kota Habib Hadi.

Hingga 14 April 2020 data yang masuk dari perusahaan dan perbankan, Pemkot Probolinggo mendapat 2.004 paket sembako; peti jenazah dari PT KTI sebanyak 25 unit dan APD (alat pelindung diri) dari berbagai perusahaan yang langsung ditujukan ke rumah sakit dan puskesmas.

Sedangkan partisipasi dari ASN di lingkungan Pemkot Probolinggo ada 230 paket sembako, jumlah paket akan terus bertambah (harga per paket sebesar Rp 150 ribu). Baznas menyediakan 6.667 paket sembako total dana Rp 1 M (per paket sebesar Rp 150 ribu). PKK Kota Probolinggo juga membantu 100 paket sembako, 100 paket hand sanitizer yang sudah disalurkan ke masyarakat. Dharma Wanita Persatuan (DWP) pun membantu 230 paket sembako (5 kg beras).

“Semua tahapan sudah kami lakukan step by step. Untuk penyaluran bantuan nanti tidak akan kami kumpulkan masyarakat, tapi bantuan nanti diantar ke warga masing-masing,” kata Wali Kota Habib Hadi menjawab pernyataan salah satu wakil rakyat.

Usai pemaparan dari wali kota, dilanjutkan dengan tanya jawab antara pimpinan DPRD dan para ketua fraksi kepada eksekutif. Ya, unsur pimpinan yang hadir siang itu selain Abdul Mujib adalah Wakil Ketua DPRD Nasution, Fernanda Zulkarnain dan sejumlah ketua fraksi. Satu fraksi tidak hadir dalam pertemuan tersebut.

“(Pertemuan) ini sebagai sebuah fasilitasi kami selaku pimpinan karena selama ini desakan dari anggota untuk melaksanakan koordinasi dengan gugus tugas COVID 19. Harapan ke depan, poin yang bisa dilakukan segera untuk bisa dilakukan lebih dulu,” kata Ketua DPRD Abdul Mujib, usai rapat yang diikuti kepala OPD melalui video conference itu.

Ketua DPRD menambahkan, pihaknya banyak menerima masukan dari masyarakat dan perlu disampaikan ke eksekutif sebagai penyelenggara negara. “Aspirasi dari masyarakat bisa kami sampaikan terutama keluhan di kondisi pandemi COVID 19 agar bisa ditindaklanjuti,” lanjutnya. (famydecta) 

 


Probolinggo Mayor Hadi Zainal Abidin revealed the effort in handling COVID-19 the city administration has done or will do, to Probolinggo city Legislative Council DPRD on Wednesday (15/4). The efforts were revealed so that the executives and legislative can all together handle the pandemic spreading throughout the world.

 

The DPRD speaker Abdul Mujib said the meeting was held to collect the aspirations of the legislative members. “We surely appreciate the efforts done by the city administration. We support it and ready to collaborate in handling COVID-19,” he said.

In a presentation, Mayor Habib Hadi explained that the handling of COVID-19 is based on 73 regulations. As was mentioned in Instruction of Home Affairs Minister No 1 of 2020, the budget is only focusing on 3 fields including health, economy, and social security network. These have also been followed up with issuing regional regulations.

“The budget refocusing we are doing must be done precisely based on the latest regulation so that we can have an evaluation to take quick, proper, and the best measure,” Habib Hadi said firmly in the meeting attended by Vice Mayor Mochammad Soufis Subri, head of city’s State Prosecutor Yeni Puspita, the head staff of district military command, and the deputy chief of police.

The focus of the first step budget refocusing for health is IDR 46,264,717,381 collected from 23 working units (OPD); for economic impact worth to IDR 300 million from DKUPP; and social security worth to IDR 250,195,300 from Social Affairs Agency.

Meanwhile, the second step of budget refocusing worth to IDR 31,944,637,098 is allocated to Unexpected Expenditure (BTT). The detail consists of health budget worth to IDR 9,705,387,098 for prevention, handling, and detection of COVID-19; procurement of Personal Protective Equipment (PPE), medical equipment, and homestay rent for quarantine facility. For economic impact worth IDR 4 billion will be used for market operations and stimulus to SMEs. And, IDR 18,239,250,000 for social security will be used for 20 thousand packages of groceries.

At the moment, direct handling in the field is being carried out, among others are setting up a health post at the mayor’s official residence, preparing medical workers and field officers (14 specialists, 20 general practitioners, 35 paramedics, 87 surveyors, and 480 personnel of field officers); and providing 7 monitoring/checkpoint in certain access.

On COVID-19 emergency handling, the government carried out disinfectant spraying, hand washing, surveillance and tracking of at-risk groups, independent quarantine monitoring, and rapid tests. The municipal government also provides patient care rooms in the form of 23 isolation rooms in hospitals, 18 rooms in health centers, 4 quarantine officers, and 2 quarantine for ‘mudik’ travelers.

Regarding the social safety net, data collection has been carried out by name by address for the impacted community; this data is excluded from PKH and BDT which covers 14,307 households. The target of social safety nets is for underprivileged people, street vendors, fishermen, farm laborers, ranchers, pedicab drivers, parking attendants, and laid-off workers.

Nevertheless, the city administration has prepared as many as 20 thousand packages that will be used to accommodate people impacted by COVID 19. Such as workers, salespeople, waiters, online motorcycle taxi, public transportation drivers, people with disabilities, orphans, and elders.

Direct handling in the field that has been carried out is the application of a curfew in the form of closure of several city roads, the addition of homeland quarantine sites in three locations, the addition of five monitoring points, and the preparation of the burial area in the West Kopian public cemetery.

"For safety nets that can reach impacted communities, we seek from a variety of non-APBD-CSR funding sources including donations from the civil servants within the Probolinggo city administration," said Mayor Habib Hadi.

As of April 14, 2020 data coming from companies and banks, Probolinggo City Government received 2,004 food packages; coffins from PT KTI as many as 25 units and PPE (personal protective equipment) from various companies directly addressed to hospitals and health centers.

While the participation of civil servants in the city administration is 230 food packages, the number of packages will continue to increase (the price per package is Rp 150 thousand). Baznas provided 6,667 food packages with a total fund of IDR 1 billion (per package of IDR 150 thousand). Probolinggo City PKK also provides 100 food packages, 100 hand sanitizer packages that have been distributed to the community. Dharma Wanita Persatuan (DWP) also distributed 230 food packages (5 kg of rice).

"We have done all the steps. For the distribution of aid, we will not collect the community, but the assistance will be delivered to the respective residents, "said Mayor Habib Hadi in response to a statement from one of the legislative members.

After the presentation, the meeting was continued with the question and answers between the leaders of the DPRD and the fraction leaders to the executive.

"(Meeting) is as facilitation for us as the leader because so far the pressure from members to carry out coordination with the COVID-19 task force. Hopefully in the future, points that can be done immediately to be done first," said DPRD speaker Abdul Mujib, after the meeting which was followed by the head of the WTO through the video conference.

The Speaker of the DPRD added that his party received a lot of aspirations from the public and needed to be conveyed to the executive as the state organizer. "We can convey the aspirations of the people, especially complaints in the condition of the COVID 19 pandemic so that they can be followed up," he continued. (alfien_tr)
